WUPW - Toledo City Council President Joe McNamara has uploaded a video to the viral video site YouTube.com in an effort to explain Issue 1.
In the 4 minute, 17 second clip, McNamara stressed hid belief that Issue 1 will put safety first.
The ballot measure will be on the Sept. 15 primary. A "yes" vote on the issue means you want the city to reallocate some income tax to allow nearly $4 million to be spent on police and fire.
Council has already approved the plan, but the only person really against it is Mayor Carty Finkbeiner.
The mayor believes the idea of taking money away from other city services isn't right and explains in this edition of FOX Toledo's Rant and Rave.
