WUPW - Voter turnout was pretty low for Tuesday's mayoral and council primaries in Oregon and Toledo. Lisa Renee Ward of the Glass City Jungle blog site is wondering why voters don't come out for an election that directly impacts things like the water we drink in this edition of FOX Toledo's Rant and Rave.
