(CNN) - Rescue crews were called to Long Wharf Park in Cambridge , Maryland around 9:30 a.m. when someone discovered a baby girl taking shallow breaths inside a portable toilet.

They were able to stabilize her condition and took her to Memorial Hospital in Easton. People who go to the park for fishing and recreation cannot believe it.

"There's so many people that can't have children who want children and it's just, if she didn't want the baby, give it to someone who does want it," said Jennifer Glover, resident.

"I think everybody knows about it now," said Zach Jorette, resident. "In Cambridge, everything gets around."

Police said the woman delivered the baby herself, left the toilet and began smoking a cigarette. When another person approached the toilet, she told them not to go in because she had just given birth.

Police identified the woman as Candy Vigneri, 44. She is charged with child abuse and reckless endangerment.

Melissa Cannon knows Vigneri and said she does have other children.

"You can tell by the way she looks and by the way she acts, there is really something wrong with her," said Cannon. "She does need some help."

The baby girl was over six pounds at birth. Police said the newborn is in stable condition.

"It was wrong for her to do it like that," said Cannon. "If she had a baby, first thing she should have done was call for emergency help, not run off and leave the baby."

Vigneri is being held at the detention center. The baby will be placed in the custody of the county's social services.
