Toledo parking restrictions

TOLEDO, Ohio - Parking regulations in the City of Toledo were enacted for several reasons. Parked cars cannot block utility infrastructure access. Health regulations prohibit parking on lawns to prevent drippage into the water table. The public has a concern with neighbors who park in their front yards because this nuisance activity results in a decrease in the property value in the neighborhood.

The full text of these regulations may be found in the Toledo Municipal Code located on the City of Toledo website at www.toledo.oh.gov . For the sake of brevity, a summary of the most commonly cited regulations is as follows:

No person shall: Park on the Lawn.

• More specifically, standing or parking a vehicle between the pavement edge and property line on an uncurbed street if such area is maintained as a lawn is prohibited. The exception to this rule is that on an uncurbed street only, the homeowner may gravel the width of one car parallel to the street and park on that graveled area. However, you may only park parallel to the street. You may not angle park or park perpendicular to the street;

• No person may stand or park a vehicle on any unpaved portion of a front or side lot in any residence district, or upon any portion of a vacant lot in any residence district;

• No person may stand or park a vehicle in any park, alley, or on other real estate owned or leased by the City except in designated areas;
•  
• No person may stand or park a vehicle in the area between the pavement edge and property line (also known as tree lawn) on any curbed street inside a business or residential area;
•  
• No parking spaces may be located in the front yard except that parking spaces may be located in a driveway;
•  
• The paved area of the driveway serving these houses may not cover more than 40 percent of the front yard up to a maximum driveway width of 24 feet;
•  
• Off-street parking spaces and maneuvering areas and driveways must be surfaced with concrete, bituminous asphalt, or other dust-free material other than gravel or loose fill, and be graded to drain all surface water towards the interior of the parking lot;
•  
• Gravel driveways built according to a building plan prior to the enactment of the Toledo Zoning Code in 1959 are not required to be converted to a paved or non-pervious surface.

As a point of clarification, no parking citations have been issued for having or parking on a gravel driveway. However, the prior existing gravel driveway cannot be extended to accommodate additional parking.

Any person who feels that a parking citation issued by the Division of Street, Bridges & Harbor was issued in error may appeal the citation by appearing in person to the Department of Neighborhoods, which is located on the 18th floor of Government Center. A hearing date and time for your appearance will be given to you at the time you file the appeal.
