    WUPW - FOX News Channel's Judicial Analyst Andrew P. Napolitano says that the Finkbeiner administration should have notified Toledo residents before enacting on a decision to use a dormant law that was approved in 1991.

    Napolitano went on to say the Finkbeiner administration should rescind the parking tickets in this edition of FOX Toledo's Talk Back.
