TOLEDO, Ohio (WUPW) - The couple that lives on Oliver Street in Toledo's central city can see the post office from their front door.

But they say it's the principle of the matter that makes them upset.

The family's Rottweiler seems to be the problem according to neighbors, but not because it has attacked anyone.

Nicole Naugle said at least four houses on the street don't regularly get their mail because of the threat this canine poses.

"There has been times when we have gone months without receiving it," she said. "I want the post office to do its job. If they are so afraid, go past the house and simply walk across the street, and come down the rest of the way to deliver our mail."

Letter carriers have the right to walk away from a neighborhood if they feel unsafe because of a vicious animal.

"I have had court documents sent back," said Michael McDaniel, who also lives on Oliver Street. "I've had welfare, doctor bills, electric bills, phone bills (sent back)."

It's a frustrating thing for these homeowners, but after talking to a representative from the United States Postal Service, it's up to the letter carrier to trust instinct.

Victor Dubina says USPS is not anti-dog, but pro-carrier.

Safety first.

Letter carriers carry mace and take measures to protect themselves. But if they don't feel safe, the letter carriers have the right to hold mail, even for an entire block.

Dubina said it's necessary because every year he knows of dangerous situations where workers are bitten.
