TOLEDO, Ohio (WUPW) - TOLEDO, Ohio (WUPW) -- David Millhoan, Sr., 42, the former commissioner of the South Toledo Area Recreation Society (S.T.A.R.S.) junior football league, was indicted Friday by a Lucas County grand jury, Toledo police detectives said.
Millhoan was charged with three counts of rape, four counts of gross sexual imposition, and two counts of unlawful sexual conduct with a minor.
Ironically, he was wearing his red S.T.A.R.T. team jacket as he was hauled off to jail.
The charges stem from incidents which took place in fall of 2009. He is accused of sexual acts with boys between the ages of 11 and 13 years of age who were associated with the youth football league.
Detectives said Millhoan sexually abused two boys at his home. His only police record is a traffic ticket or two.
"The juvenile victims were participants in the football league that he coached at one time and was commissioner of," said Toledo Police Det. Tonya Rider. "He would invite them over for outings or take them to grab something to eat on various occasions. So, the parents trusted and they had known him for several years because some had played within this league for more than one year."
There are only two reported cases but more could come forward.
Millhoan will be arraigned Feb. 24.
S.T.A.R.T. members said Friday evening that they will be fighting hard to protect the reputation of their football league in the wake of the charges.
"One individual does not keep us from playing football this upcoming season," said Tony Williamson, S.T.A.R.S. acting commissioner.
Williamson caught wind of allegations against Millhoan in January and asked him to resign.
The board's concern is the league's reputation. They want to assure parents their kids are safe.
"What we are saying for the 2010 and the rest of the S.T.A.R.S. league is if you want to be a volunteer, do a background check," Williamson said.
S.T.A.R.S., which has been around since 1958, celebrated its 50th anniversary in 2008.
