Fetter faces 2 sex trafficking charges

TOLEDO, Ohio (WUPW) - A 27-year-old Toledo man is behind bars after FBI agents say he was forcing a developmentally delayed teenager to prostitute herself.

Mark A. Fetter is facing two sex trafficking charges and one charge of obstruction.

Federal agents said Fetter was forcing the 17-year-old girl to have sex at the Sunset Motel on Telegraph Road and he was recruiting clients at area bars.

An undercover sting operation brought him in.

A confidential informant told police that she witnessed several men outside of a room waiting their turn to have sex with the girl.

"They did an undercover investigation where the juvenile solicited sex from the undercover agent, and in the process of that that led them to Fetter," said U.S. Attorney Mike Tobin.

Fetter was arrested Aug. 16 after the juvenile led the undercover agent to him for the room key, the FBI said.

Fetter is being held without bond until a federal trial can be set up. Fetter faces three different 10 year mandatory minimum sentences if convicted.

As for the young girl, she's safe now and getting counseling Tobin told FOX Toledo News.

"She's 17, but the thought is that her cognition is that of someone significantly younger than 17," Tobin said.

Federal investigators are looking into what if any other relationship existed between Fetter and the teen. They're concentrating on this particular sex trafficking case, but are looking into a larger connection.

"Toledo is a hot spot for human trafficking in large part because of the nexus of the highways," Tobin said. "We're certainly pursuing this case in that context that this was a girl being held against her will and forced into prostitution."
